Unable to connect to the configured development Web server.

In the Visual Studio 2015, when I try to run the website, I get an error "Unable to connect to the configured development Web server. ", below screen shot is the relevant error event viewer.
My solution is strange, just to re-create a Blank Solution, then add the existed website to the new solution, then it can be run success.
The reason is that of the highlighted code in below screen. After removing it, the website can run success.
