Maven项目中pom.xml文件报错以及项目编译错误

pom.xml报错：Referenced file contains errors (http://maven.apache.org/maven-v4_0_0.xsd). For more information, right click on the message in the Problems View and select "Show Details..."

一开始以为是xsd文件出错，想着找一个maven的xsd文件然后添加到xmlcatalog，找了一下找不到，就看看是不是其他原因，最后是发现pom.xml文件头少了一个xml定义：

<?xml version="1.0" encoding="UTF-8"?>
