SVN submit Can't open ..tempfile.tmp: Permission denied

when submit SVN, issue like below:
Can't open .../tempfile.tmp: Permission denied
Reason:
It is because the user who start SVN server
has NO PERMISSION under the SVN folder.
Resolve:
Make the user who start SVN server has the permission of the SVN folder.
Like below:
Restart SVN server with another user or add the permission of this one.
