enable-spfeature -identity "716f0ee9-e2b0-41f0-a73c-47ed73f135de" -url http://sp2013ava2:200
As you know maybe have some other problme as below, you can use sharepoint 2013 Management shell.
if you have a problem as below. you must active some othere feature because the feature base on other feature.
