To resolve this problem(in VS2008 it work with VS2005):
run from a Visual Studio Command Prompt,
in the directory: C:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE
type: devenv.exe /setup
after: devenv /resetskippkgs
