language packs里很多链接，有report engine的chart engine的等
以NL1开头的包含中文

安装中文包后，重启后就看到汉字了。。

如果不行的话，可以试试以下的
1、在help manage config中把原来的Birt Doc2.1.1 disable掉，重启eclipse
2、再次enableBirt Doc2.1.1h后，重启eclipse
